ReachLink is committed to providing safe, ethical, and legally compliant mental-health services to clients in Arizona. We adhere to applicable federal and state laws regulating mental-health professionals, telehealth services, confidentiality, client rights, and mandatory reporting.

1. Compliance with Arizona Licensing & Regulation

Our clinicians follow all licensure, supervision, and scope-of-practice requirements set by the relevant Arizona boards:

Arizona Board of Behavioral Health Examiners (AzBBHE)

Regulates licensed professional counselors (LPCs), marriage & family therapists (MFTs), social workers (LCSWs / LMSWs), and addiction counselors in Arizona.

2. Mandatory Reporting & Confidentiality Requirements

We comply with Arizona statutory requirements for mandatory reporting, including but not limited to:
  • Child abuse or neglect reporting
  • Vulnerable adult abuse/neglect
  • Duty to warn/protect when there is imminent risk of harm to self or others
    • Our clinicians inform clients of the legal limits of confidentiality at intake and through professional disclosures.

3. Client Rights & Professional Disclosure

In accordance with Arizona regulatory requirements, every client receives a Professional Disclosure Statement that includes:
  • The clinician’s credentials, license number, and training
  • Description of the therapeutic approach and any supervision requirements
  • Fee structure, billing practices, cancellation/no-show policy
  • Confidentiality boundaries and legal exceptions
  • Client rights, grievance process, and how to contact the relevant licensing board
Clients may verify a provider’s license through the board linked above and are encouraged to review their rights and the regulatory board’s complaint process.

4. Telehealth Compliance (Arizona)

For clients receiving telehealth services in Arizona, we ensure:
  • The clinician is licensed in Arizona (or otherwise authorized) at the time of providing services
  • The client is located within Arizona when receiving services (if required)
  • Use of secure, HIPAA-compliant telehealth platforms
  • Clear disclosure of the risks, benefits, alternatives to telehealth, and how confidentiality is handled
  • Compliance with the applicable Arizona rules and board policies on telepractice

5. HIPAA & Arizona-Specific Privacy Protections

We maintain client confidentiality under:
  • Federal HIPAA regulations
  • 42 CFR Part 2, when applicable (e.g., substance-use disorder treatment)
  • Arizona state laws governing behavioral health confidentiality and record keeping
    • All protected health information (PHI / ePHI) is stored, transmitted, and accessed in compliance with both federal and Arizona state laws.

6. Ethical Standards & Professional Practice

Our clinicians adhere not only to the ethical codes of their profession (e.g., APA, NASW, AAMFT, ACA) but also to Arizona-specific regulatory rules governing professional conduct. This includes:
  • Obtaining informed consent
  • Maintaining appropriate boundaries
  • Ensuring cultural competency and nondiscrimination
  • Documenting services appropriately
  • Engaging in required continuing education

7. Consumer Protection, Complaints & Verification

We are committed to transparent practices, clear advertising, honest representation of services, and consumer protection. Clients may file complaints directly through the appropriate board:
